ASUS released the cheap and best Netbook model Eee PC X101 to the Market. I think this Netbook from ASUS is one of the cheapest models available. Since netbook main purpose is for working with web and accessing light applications choosing this netbook may not be the bad choice which is available even less price of some smart phones.
